[upgrade] Upgrade 7->8 rest controllers: deployment failures with different errors

Steps to reproduce:
- Deploy 7.0 Fuel + 7.0 HA VLAN Ceph 2 computes cluster
- Upgrade master to 8.0
- Upgrade cluster to 8.0 using octane

Result:
After upgrade control plane:
Deploy task for 2 remaining controllers fails with different errors.
Last time I observed 'Deadlock found when trying to get lock; try restarting transaction'
Previous upgrades failed with
2016-06-23 14:30:34 +0000 Puppet (err): cinder type-create volumes_ceph returned 1 instead of one of [0]

and another one:
2016-06-23 12:34:36 +0000 Puppet (err): ceph auth get-or-create client.radosgw.gateway osd 'allow rwx' mon 'allow rw' returned 1 instead of one of [0]
