Can't change Z order of stickers

Bug Description
The stickers are ordered with more recent stickers being above older ones. This seems to be fixed. Convention seems to be when you select/move a sticker it should be moved to the top.

I tried that before but the problem was when small elements were placed on top of a bigger one. Then when I touched the big element, the small were no longer visible. Then when I want to put the small elements back on top, I had to move the big one to a side and if there's more elements in the scene, it started to be a hide and seek experience. I admit when I tried that, I had different elements, like houses and windows separate. I'll try it again now and test on my kids.
