Instances quota can't be changed with openstack CLI

Detailed bug description:

Changing instances quota with `openstack quota set --instances 11 admin` is not working.

Steps to reproduce:

1. Deploy MOS 9.0 #465
2. SSH to controller
3. Activate openrc:
   . openrc
4. Set instances quota to admin project:
   openstack quota set --instances 11 admin
5. Get quota data:
   openstack quota show admin | grep instances

Expected results:

In step 5 quota should be 11

Actual result:

Quota doesn't change.
