[octane] Octane should prevent Fuel from recreating default Neutron networks

Bug Description

Upgrading from 6.1 to 8.0.

While upgrading controllers (2nd,3rd) Fuel tries to check and recreate (if needed) default networks and routers:
net04
net04_ext
router04
etc.

My specific issue:
To workaround https://bugs.launchpad.net/fuel/+bug/1590670 i've manually changed
network net04_ext type to "flat". While upgrading controllers deployment failed with error

2016-06-23 07:58:11 +0000 /Stage[main]/Main/Neutron_network[net04_ext]/provider_network_type (err): change from flat to local failed: Property provider_network_type does not support being updated

More common issue:
We should prevent Fuel from creating ANY resources in OpenStack while upgrade.
Real world cloud will probably will have these networks deleted or reconfigured.

Task openstack-network/networks.pp should be somehow disabled while upgrade.
