fuel-library project uses incorrect version of puppet-openstacklib module

It means that some fixes were not merged to fuel 8.0 branch (some of them are persist in 7.0.0-mos-rc4 branch):

I have discussed this issue with MOS Maintenance team and got additional information about this situation. We will only change tag references only if we will change anything in referenced projects. So Won't Fix for this issue.
