affected slaves are has been disabled, jobs are has been re-triggered,
decreasing bug importance down to 'High'

we're going to check them twice and bring them back to the pool

This bug doesn't affect 9.0 anymore, so marking 9/0 part as fix released.

RCA: unexpected behavior in jenkins master, which enabled slaves that were intentionally left offlined as they were noit ready for system tests.

We discussed this with the team and plan to add it to "known jenkins issues" list
