Do not delete service chain before referred routing-instance is deleted

Bug Description

ServiceChain refers multiple table via source route, dest route and connected route. Hence it needs to hold lifetime references to all those 3 tables (Not just to the dest_table())

Also the work queue must be Shutdown() before deletion
