excessive cpu consumed by tee during bootstrap_admin_node.sh

I noticed while bootstrap_admin_node.sh was running, tee ends up taking 100% cpu. We should probably look into an alternative for printing the logs while the master is being bootstrapped as this may be leading to longer master bootstrap times.
