Bug Description
Detailed bug description:
The ostf service should be stopped before to apply all set of puppet
tasks because the respective task does not work properly. To be sure
that ostf will be started with an appropriate config it should be
restarted.
Steps to reproduce:
1. Install Fuel Master node version 9.0
2. Run deploy.sh script with running ostf service.
Expected results:
Puppet apply executed with manifest ostf.pp from 'fuel' module and returns exit code 0 (no changes).
Actual results:
Incomplete
Reproducibility:
Always
Workaround:
Stop ostf service with command
service ostf stop
before running deploy.sh script.

Stop ostf before to re-initialize master node
The ostf service should be stopped before to apply all set of puppet
tasks because the respective task does not work properly. To be sure
that ostf will be started with an appropriate config it should be
restarted.
