SM: Upgrade from 2.2x to 3.x contrail-openstack-config package requires manual deletion

Bug Description

In between the 2.2x and 3.x packages some of the files brought in by contrail-openstack-config package got put into contrail-config-openstack package (or vice-versa)
Because of this, for SM Provisioning of 3.x packages we are forced to do a “temporary delete” of contrail-openstack-config and contrail-config-openstack packages for upgrade to go through.

Can you also share the error logs that is seen during the upgrade of contrail-openstack-config,

It should also be seen in fab upgrade as well.
However I don’t see any special handling of upgrade in fab https://github.com/Juniper/contrail-provisioning/blob/R3.0/contrail_provisioning/config/upgrade.py for config node packages.
