Bug Description
If we had the staff to maintain it and a budget for it, it would make patrons very happy if we had a floating collection of popular best sellers that was 'owned' by GPLS and would allow holds from any pickup location.

Another Evergreen library does something similar. All libraries contribute money to maintain the collection or purchase copies for it. Once the title is no longer popular, ownership would revert to library that purchased the copy.
