kdm startup script has wrong behaviour

Bug Description

The startup script of kdm ignores the administrator changes as it uses a generated config.
This is simply WRONG on a *NIX system. The changes made by the administrator in the /etc files are supposed to be the LAW for the system. Overwriting administrator decisions / configuration should happen only in case of a fatal error (if ever) and with a BIIIIG warning (or on M$ windoze ;).

Where did you set them?
Does this still apply to Kubuntu Intrepid?
