liveUSB has not the correct formats

Bug Description

At boot in grub i can change the language with F2 to german.
After boot and autologin in system 'german' is set as default but with the wrong 'formats' setting.
Some words are not translated too. In switchboard the keyboard plug is completely in wrong language.

I have the same issue when I am in live usb session. Most system settings pages are in what appears to be Russian. However I can "fix" some of them by accessing the respective system settings page through the wingpanel indicator drop down menu (e.g. sound settings, power settings,...).

Just noticed this in a live usb running in VirtualBox. This looks really bad!

English is definitely the selected language (I restarted to check if I’d done anything wrong), but some parts of System Settings appear in Bulgarian I think. In Language & Region for instance I see this:

After some more testing, it seems this is slightly different on each boot. E.g. the last time, even though English was chosen the L&R settings showed a blank for Language. The language change in other settings seems to be caused by entering the Language & Region settings. The one bug that is consistent is that the Formats drop-down is always in Bulgarian and in this last boot Language and Region were both blank, but Formats reads България (Bulgaria).

At worst, several other settings panels are populated with Bulgarian localisations, though not necessarily all or the same ones each time.

VirtualBox is running in Ubuntu 16.04.

I don’t actually use Elementary myself, but was thinking about doing a little advocacy (since it’s seems like a worthy distro) and passing it on to a friend’s work colleague as a Windows antidote. Having seen this though, I’m not sure I should.
