[murano-dashboard] Murano i18n .mo files are not built during packaging

Detailed bug description:
Starting with mitaka upstream murano dashboard has been translated into several languages and comes with .po files bundled in it. However these files are not translated into .mo files during installation of murano-dashboard (the way horizon's .po files are created/installed) This means, that choosing language in horizon has no effect on representation of murano-dashboard, even though the translations are in place.

Expected result: Choosing language in horizon changes language in murano-dashboard

Actual result: Murano-dashboard is not translated
