cinder backups functionality is absent in lvm env

MOS build:

deploy config:
Cinder LVM over iSCSI for volumes

Steps:
- Login as admin
- Go to Project -> Volumes

Expected result:
- Cinder backups tab and menu item is present

Actual result:
- Cinder backups functionality is absent

Reason:
in /etc/openstack-dashboard/local_settings.py:
OPENSTACK_CINDER_FEATURES = {
    'enable_backup': False,
}

But for Ceph-config cinder backups is present.

If backups work for Cinder LVM setup in MOS, then fixing this bug is a matter of fixing horizon-puppets, to enable this feature. But according to Ivan Kolodyaznyi, disabling backups for Cinder LVM was a deliberate choice in MOS, because this backups are stored in Swift. Reassigning the bug to Ivan, so he could elaborate the details and close this one as 'works as intended'.
