[fuel-ci] change test group for puppet-openstack.fuel-library tests

Please change this job https://ci.fuel-infra.org/view/puppet-openstack/job/master.puppet-openstack.fuel-library.pkgs.ubuntu.review_in_fuel_library/ configuration to new one with 'review_in_openstack_puppet_project' test group. This test group will run tests according to changes (commits) to particular puppet module (this was implemented here https://review.openstack.org/#/c/327640/).

Additional changes required:
need to export these variables:

IRONIC_ENABLED=true
IRONIC_NODES_COUNT=1
SLAVE_NODE_MEMORY=4096

We still need this bug to be fixed, current patch https://review.fuel-infra.org/22016 changes test group in existing job. But can you please change it so:

1) Additional job with new group is added so we can have these jobs for upstream puppets:

master.puppet-openstack.fuel.noop
master.puppet-openstack.fuel-library.pkgs.ubuntu.smoke_neutron
master.puppet-openstack.fuel-library.pkgs.ubuntu.review_in_fuel_library
master.puppet-openstack.fuel-library.pkgs.ubuntu.review_in_openstack_puppet_project

Then when we sure that master.puppet-openstack.fuel-library.pkgs.ubuntu.review_in_openstack_puppet_project is stable we can remove review_in_fuel_library job

2) These variables are not needed:

IRONIC_ENABLED=true
IRONIC_NODES_COUNT=1

But please set this:

SLAVE_NODE_MEMORY=4096
