Bug Description

SM UI: 3.1.0.0 build 2735 login into webui Happens after refresh only

For Server-manager webUI, after entering username/password, clicking the submit button is not leading to the SM page( Workaround is refresh the page, )

http server is properly runing in port 9080

setup: nodeg19 (Single Node Setup)

Closes-Bug: #1592248
Dealyed the inclusion of "vCenterServer.main.api.js" on demand in
plugins.api.js as see a circular dependency.
