Look for local kolla directory instead of kolla-kubernetes

We use the defaults specified in Kolla to populate our jinja2 template variables. The CLI should check for a local kolla directory and in /usr/share/kolla instead of checking if there is a local kolla-kubernetes directory.

    Check for a local kolla directory

    Instead of checking if the operator is running kolla-kubernetes
    locally, check if the kolla directory exists locally. We load all
    our jinja2 environment vars from kolla so we should be searching
    for that directory.

This issue was fixed in the openstack/kolla-kubernetes 0.1.1 release.
