horizon can't manage volume

Bug Description
MOS build:

deploy config:
Cinder LVM over iSCSI for volumes
1 node - controller; 2 nodes - compute, cinder
Steps:
- Login as admin
- Create volume
- Remember host, name and ID of volume
- Go to Admin -> System -> Volumes
- Click dropdown menu and select "Unmanage volume"
- Click "manage volume" button
- fill fields:
Identifier: prefix "volume-" + volume ID (prefix presence is discussed in https:/
Identifier Type: ID
Host: volume host
- click button "Manage"
Expected result:
- volume will be available again
Actual result:
- volume has status "error"
but if I execute with cli, for ex.:
root@node-3:~# cinder manage node-5.
then volume will be managed and available
with horizon manage volume form, I tried different identifier variants:
- "volume-" + volume ID
- volume ID
- "volume-" + volume name
- volume name
But anyway it creates volume with "error status"
