Unnecessary message is recorded for aggregate panel at every time

Aggregate panel is checking whether nova extension is enabled or not.
when nova service is disabled, this process will occur exception and will record error message every time apache is restarted.

    Add check whether nova is enable or not in aggregate panel

    At the moment, aggregate panel has a check whether nova extension
    is enable or not. However it doesn't check nova is enable or not.
    So, when operator use non nova, error always occur by this check
    method. Therefore, this patch will add a check whether nova is
    enable or not.

This issue was fixed in the openstack/horizon 10.0.0.0b2 development milestone.
