Indicator displays the settings menuitem even when ucc is uninstalled

Bug Description
Clicking "Time & Date Settings..." from the clock indicator does nothing. No error message, no new dialog box, no place to type in new information. Nothing.

You don't have unity-conrol-center installed it seems, the indicator should probably depends on it or show the menu item only when the binary is avaiable though
