Parsed parts wiki doesn't include maintainer and description.

Bug Description

The parser needs to include the description and maintainer fields from the wiki entry in the parsed parts.yaml output.

[Impact]

 * Important information from the parts definition is not parsed and saved in the local cache.

[Test Case]

 * run snapcraft-parser and check that the output contains description and maintainer.

[Regression Potential]

 * snapcraft-parse is relatively new. Some other use cases could be affected, so extensive exploratory is required here.

Accepted snapcraft into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/snapcraft/2.12 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

Tested in an up-to-date xenial:

- enabled -proposed
- update snapcraft-parser to 2.12
- snapcraft-parser --index https://wiki.ubuntu.com/snapcraft/parts?action=raw <- the resulting snap-parts.yaml contains description and maintainer.
