sync_time fails during redeploy.

Detailed bug description:
 ntpd does not sync time rpoperly at controller role therefore all ntp clients can't sync time with it.
Steps to reproduce:
 1. Deploy cluster with at least 1 controller and 1 compute.
 2. make any change in cluster and push "deploy changes"
Expected results:
 redeploy finish successsfully.
Actual result:
 redeploy fails with Task[sync_time/<compute_node>] error.
Reproducibility:
 always
Workaround:
 for each controller node do ssh to it and:
 2. service ntp stop
 3. ntpdate <ntp_server>
 4. service ntp start
