Failed to launch instance

Steps to reproduce:

            1. Upload plugins to the master node.
            2. Install plugin.
            3. Create cluster with vcenter.
            4. Add 1 node with controller role.
            5. Add 2 node with compute role.
            6. Add 1 node with compute-vmware role.
            7. Deploy the cluster.
            8. Run OSTF
            9. Create private networks net01
            10. Create Router_01, set gateway and add interface to
               external network.
            11. Create instance with flavour m1.micro, Image testVM-VMDK, net01

Actual result:
Couldn't launch instance. State ERROR

Expected result:
Instance was run successfully

Neutron server does not work properly:

It means that neutron server in down state at least since 11:08:38

Your logs have no any records between 11:08:16 and 11:10:23. But nova and neutron services must do records each 15 sec.
I suppose that the problem lies at NTP update.
