Bug Description
Heat can not create a no timeout stack.
When user did not set timeout, Heat will use default 60.
Magnum allow user to create a no timeout bay, but Heat not allow it actually:

fix the inconsistency by setting the heat's stack_action_
Can we add features to allow Heat crate a no timeout stack?
