  There is no way to override "add-patch" action
  since "override" action matches item by name,
  which is absent for "add-patch" action (generated later).

Description of the environment:
  latest F9.0 with ODL plugin

Actual result:
  Please see description above

Expected result:
  "add-patch" action is properly handled by "override" action

Steps to reproduce:
  Try to add rule for override "add-patch" action
