gate-neutron-functional always failed

Detailed bug description:
the job gate-neutron-functional is always failed because there are some problems with setup of keepalived library in the job

Steps to reproduce:
Send any patch to neutron on review and wait until mos-infra-ci reports, that the result of gate-neutron-functional job is FAILURE

Expected results:
gate-neutron-functional job should be succeeded if there is no problem in the code

Actual result:
Result of neutron-functional job is always FAILURE

After preliminary investigation we figured out that the cause of failed gate-neutron-functional job is missed keepalived package on environment where the functional tests are running.

Preinstall keepalived to nodepool slaves

Neutron functional tests require keepalived but it is not installed by
Puppet manifests, thus install it explicitly.
