Cinder + LVM/iSCSI does not work on Ubuntu 16.04

Bug Description

Hello,

After follow the kolla cinder guide - https://github.com/openstack/kolla/blob/master/doc/cinder-guide.rst - on Ubuntu 16.04 I got some errors on cinder volume creation process.

Are you installing Ubuntu-14.04 source images on Ubuntu-16.04 server? Building Ubuntu 16.04 source images is failing.
Running 14.04 built images on Ubuntu 16.04 does not sound like a safe option.

Yes, I'm running 14.04 built images on Ubuntu 16.04 according with previous check on #openstack-kolla.

Due to OS dependencies especially in LVM2 area I do not think it is supposed to work. I suggest to wait until we can build Ubuntu 16.04 images and then re-test iSCSI in the clean environment.

 As previously chat, IHMO if this is the main problem, this need to be documented and better discussed with dev-team.

Is this still an issue? Cinder + LVM2/iSCSI is working for me current stable branch on Ubuntu 16.04 with Ubuntu 16.04 images.

As it is working for Christian, Charlie and Chao i.e built source imgaes of 16.04 on 16.04. So marking as invalid now as we have long list of bugs to be Triaged.
