Bug Description

Its like bug 1297141, except the given fix doesn't work, and it says 'error: device not found'

I get the same in xenial. Does yours show the loading animation or just blank white window?

It displays the loading animation. At first I thought the Ubuntu Browser was having bad internet connection- but then System Settings loads indefinetely too.

Can you give a bit more info on what's the environment you're running this on? Is this a phone or a desktop? What release? Do you have ppa:ci-train-ppa-service/stable-phone-overlay enabled?

Confirmed. It's the package 'cgmanager' missing (on xenial at least). Install that and reboot.
