Windows do not initially start maximized

Bug Description

Windows of several applications start in the unmaximized mode at first and then resize to the maximized mode, when they have been closed being maximized. I can reproduce the behavior with Firefox and Libre Office with version 16.04, though system apps such as the Ubuntu Software app or the File Manager seem to start flawlessly in the maximized mode.

The issue can be reduced if one only uses the maximized mode and drags the window boarders near the screen boarder when it's not maximized, then maximize it and restart the program. It only lessens the visual effect because the visual difference between the unmaximized and the maximized window decreases.

There are many complaints about this bug in forums etc because it is extremely annoying.

I can confirm this behaviour.
I use Ubuntu 16.04 64bit.
The bug happens with Firefox starting.

Seems to be related to the program. In this case Firefox starts slowly in newer versions, also on other distributions.
