bzr check uses too much memory for large trees

People report that 'bzr check' on the Launchpad tree uses too much memory (>1gb).

Even for bzr.dev it try to use almost 1GB on my laptop. Therefore for big trees
check is useless -- it's awfully slow and memory consuming.
