Allow marking certain bug tags as "official" within a project or distribution

Bug Description
Certain bug tags are official or approved within a project. We should have a facility to indicate these tags, and then use them specially in two situations:
- First, have the bug tags portlet display official bug tags, with a link to a listing of /all/ bug tags.
- Second, have the official bug tags (for the different projects a bug may have tasks for) displayed in the bug's +edit page.
