Remove ceph-osd role assignment from controllers in fuel-qa tests

Bug Description

In couple of our tests we assign ceph-osd role to the controller. However this is highly not recommended as described in our documentation, and sometimes tests could fail with OSD X is down error. We should avoid this behavior as much as possible.
