Ipsec site connection should support id

If create ike policy/ipsec policy/vpn service without name successfully, it could show its id instead of name in dashboard table.
However if I want to use above to create a ipsec site connection, the associated with this connection selection shows blank. It should support the id at the same time.

To reproduce:
1. create ike policy, ipsec policy and vpn service without name.
2. create a ipsec site connection
The screen shot is attached.

Name is suggested field in GUI perspective, so it is prioritized as Low.

    IPsec site connection should support id

    When create ike policy/ipsec policy/vpn service without name
    successfully, we expect it could show its id instead of name
    when creating IPsec site connection.
    However, It show name only for currently. That mean no name
    (blank) will show and make difficult for user to identify
    a right selection.

    This patch fix the issue by showing name or id in case no
    name specified.
