8.0.fuel-library.pkgs.ubuntu.neutron_vlan_ha job continuously fails

Detailed bug description:
8.0.fuel-library.pkgs.ubuntu.neutron_vlan_ha job on ci-slave28.fuel-infra.org continuously fails with the following error:

AssertionError: Time on nodes was not set:

Steps to reproduce:
 Run 8.0.fuel-library.pkgs.ubuntu.neutron_vlan_ha job on ci-slave28.fuel-infra.org
Expected results:
 Jobs are successful
Actual result:
 Jobs are continuously show an error
Reproducibility:
 Always since 2 of June 2016
Workaround:
 no
Impact:
 The issue block us from merging changes to stable/8.0 branch in fuel-library the project
