Bug Description

Steps:
- Login as admin
- Launch instance
- Click dropdown menu for launch instance in column "Actions"
Expected result:
- Menu item "lock instance" is present
- Menu item "unlock instance" is absent
Actual result:
- Menu items "lock instance" and "unlock instance" are present together.
Correct behaviour:
- Default "lock" is present, "unlock" is absent
- After "lock" click, "unlock" is present, "lock" is absent
- After "unlock" click", "lock" is present, "unlock" is absent
