Bug Description

There are some deprecated methods in timeutils from oslo.utils. We have been removing them in https://review.openstack.org/#/c/252898/.
We need replace deprecated methods:

These methods are :
  isotime, strtime and iso8601_from_timestamp

Jason I searched our codebase and manila is no longer using any of these deprecated methods from oslo.utils.timeutils. So currently this bug is invalid for manila.
