MAAS bridge script emits "RTNETLINK: file exists" during bootstrap many times

Bug Description

Since moving to dynamically adding the bridges and moving the routes from the parent device to the bridge device I now see the following emitted many times during bootstrap:

  RTNETLINK: file exists

PR https://github.com/juju/juju/pull/5482 also introduced a retry step for moving the route - I don't believe this is necessary and I'm concerned that we now have a somewhat arbitrary retry period of 10 seconds.
