Bug Description

Detailed bug description:
Question: Please do some tests and confirm:
With vCenter, is disk overcommit ratio ignored in nova.conf, when images are VMDK?
Steps to reproduce:
Keep DiskFilter enabled in nova.conf
Increase disk_allocation_ratio to, i.e., 5.0, and spawn VMs so to use it
Expected results:
Instances are scheduled and start on cluster
Actual result:
Instances are not scheduled and scheduler stops with No Host Found, DiskFilter
Reproducibility:
Observed once
Workaround:
Disable DiskFilter from scheduler_default_filters
Impact:
Can't start new instances
Description of the environment:
- Operating system: Ubuntu 14.04
- Versions of components: MOS 7.0, vCenter 6.0
- Reference architecture: HA
- Network model: Neutron
- Related projects installed: Murano (but doesn't matter)

Hi, I've tested such scenario, and it looks like vmware driver applies the same overcommit mechanics for the disk. Marking this issue as `Invalid`. If there is additional information for that, feel free to reopen bug.
