Steps To Reproduce:
1. Run SWARM tests with separate RHEL compute node:

Expected Result:
Tests passed.
Observed Result:
Test failed with the error:
Failed 1 OSTF tests; should fail 0 tests. Names of failed tests:
- Launch instance with file injection (failure) Execution command on Instance fails with unexpected result. Please refer to OpenStack logs for more details.
Reproduced on the latest 3 MOS 9.0 builds, looks like a regression issue.
