No error reported when the package to upload doesn't exist

When I try to upload a snap that doesn't exist, snapcraft just does this:

[Impact]

 * The user does not get an error, making it hard to understand what's going on.

[Test Case]

 * Run snapcraft upload idontexist
 * Check that you get a nice error message

[Regression Potential]

 * Uploads of existing snaps could be affected. Run snapcraft upload /path/to/existing.snap and check that it was uploaded.

Accepted snapcraft into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/snapcraft/2.12 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

Tested in an up-to-date xenial:

- enabled -proposed
- update snapcraft to 2.12
- snapcraft upload foo <- fails with a nice error
