Automate getting parameters for devops.*.env job

Need to automate getting parameters for https://packaging-ci.infra.mirantis.net/view/envs/job/devops.9.0.env/ job.

Create another job which will run without parameters, get the information about last ISO from product-ci and then will trigger devops.9.0.env with these parameters.

Add fuel-qa commit-id to *.test_all artifacts

Add publishing additional fuel_qa_commit.txt artifact which contains
commit-id (FUEL_QA_COMMIT) from fuel-qa repository. This artifact is
passed as a parameter to downstream bvt and smoke jobs so they can
checkout FUEL_QA_COMMIT commit instead of HEAD of the branch. This will
prevent using different code of fuel-qa in different jobs.

Automatic getting parameters for devops.*.env jobs

Job will retrieve the information about last ISO from
product-ci and then will trigger devops.*.env jobs with these
parameters.
