Bug Description
Currently we have several tasks like
generate_keys
generate_
generate_keys_ceph
which we run on the admin node and then upload key files on the target nodes. Instead we could run these tasks directly on the target nodes.

It should be noted that the reason that some of these keys are generated on the admin node is because we only want one key to be used for the entire environment. I'm not completely sure this bug is valid.
