Bug Description
Steps:
- Login as admin (or demo)
- Go to Project -> Images
- Try to create an Image
Expected result:
- Image is created with status "Active"
Actual result:
- Image has status "killed"
Some times images creation finishes with status "killed"

That's flaky problem. Try to catch this bug and attach diagnostic snapshot

Marking as won't fix for 9.0 due to the low priority, and incomplete for 10.0 until diagnostic snapshot will be provided - otherwise it'll be too tricky for dev team to find the root cause.
