input validation doesn't work in create alarm definition form

Bug Description
When I created alarm definition without filling out name, working indicator continued to turn and not finished.
In Edit Alarm definition from, input validation works fine.

Alarm Definitions -> Create Alarm Definitions -> click "Create Alarm Definitions" button ( without filling out name ).
