[Apps] The view gets cut-off and cannot scroll back to top of the apps list

Bug Description

Device: Meizu PRO 5 (turbo)
OTA 10.2

This happened to me twice in a week already - not sure how to reproduce.
Symptom: Apps scope scrolled all down is cut-off to the current view, so one can not access apps icons apart from the ones that are visible - eg. cannot scroll higher from the current visible part of the list.

I have attached a screenshot. It is not possible to scroll up from the visible area. Refresh also does not help.

You're lucky to experience this bug so late! Some of us are having this issue immediately after OTA-9.

Yeah, I feel so lucky affected by this :)
Just a side-note, the bug report system on Launchpad is really not helping, as it is not clear where to look/report...
Looking at the duplicate bug reports I can see the issue **might** have something to do with slow/unstable network connection. As I have removed all Internet related views (at least I thought so) leaving just the Apps (it can't be removed anyway) I don't see a obvious link to the Internet. It still might be there, but then it is a software design issue also.
