Editing To Schemas has no effect on Touchpad & "Mouse & Touchpad Settings" is empty!

Bug Description

I am using ubuntu-GNOME 16.04 with GNOME 3.20 .

I see no options in "Mouse & Touchpad" to configure my Touchpad. (Screen shot attached). I am using SynPS/2 Synaptics TouchPad.

When I edit any schemas under org.gnome.desktop.peripherals.touchpad , It has no effect at all. I tried editing these schemas both using gconf-editor and command line way (gsettings) . It seems to change instantly but makes no difference.
