Applications can't access local files in the user home despite plugs: home being set

Bug Description

The attached sample cmdline application fetches a web page and saves it to a given path.

Trying to write local files doesn't work and raises exceptions such as this:

Caught: java.io.FileNotFoundException: /home/reinhard/Desktop/index-1.html (Permission denied)

Thanks for providing a test snap; unfortunately it wouldn't build for me (I won't provide more details about build error since I don't want to derail/confuse the discussion), but I've quickly built a similar snap that doesn't need java and simply touches given path under home, and it worked fine with home interface connected.

Are you running this on a classic ubuntu system? Home plug is automatically connected only on classic.
Please attach the following info:
- output of 'snap connections'
- list of apparmor denials from the system log when you hit this error.
