Progress counter issue while installation of ubuntu server 32-bit

Bug Description
Team ubuntu,
First of all i want to thank your whole team for such a great effort and work.
While installing 32-bit ubuntu server version 16.04 from this iso image
ubuntu-
i found as shown in the screen shot attached, inspite of showing info like

2 of 21
3 of 21
the os was showing 1 of 21
then 1 of 20
1 of 19
1 of 18 ...
which is not correct way of showing the progress.
Although this is a very small issue as per the programming point of view, but i thought i should also give little contribution to correct things for such a great work and resource.
