Bug Description
In order to offset the per-transaction fee that credit card processing vendors charge, it would be nice if we had the option of adding a per-transaction surcharge to each online payment. (If the setting were present, then it would need to appear as an alert prior to paying, and on the confirmation screen, and also need to be added to the patron's billing history in some meaningful way.)
